Order-of-Magnitude Costs
The following summarizes the basic cost of improvements recommended by this Oswego Downtown Master Plan. It is intended to give a "ballpark" idea of the capital cost of the improvements recommended in this plan. Actual costs to implement the plan over a multi year period will depend on a variety of factors, such as final design selection of materials and methods, inflation, scale and the scope of individual construction contracts and coordination with other infrastructure improvements carried out by the village.
Assumptions and Qualifications
This cost analysis is based on the design concepts illustrated in the plan described in the accompanying report. It provides the most complete information available for cost analysis as of this October 1998.
Since the site design will be refined in various implementation phases, actual costs for all elements of the project are expected to vary somewhat from the figures presented here. Any major change to the plan will clearly change the order of magnitude cost analysis:
- Quantities for the different items are based on the information contained in the report, drawing on general estimates made about other site elements not shown on the drawing such as utilities and infrastructure improvements.
- Unit pricing used in this cost analysis is based on current construction costs in the Midwest for high quality construction. No factor for inflation has been included.
- A contingency of 15% is itemized in the cost analysis report to account, in part, for factors of the project design and site conditions which have not been studied beyond a conceptual level of detail and/or are currently unknown.
- Site planning, engineering and other professional design fees which will be required are not included.
- Costs associated with facade improvements have not been included. These costs are assumed to be funded through community assistance and private investment.
- Safety gates at the crossing of the railroad will require coordination with the Illinois Railnet and the Illinois Department of Transportation. This cost is not included.
- A traffic control signal at the intersection of Main Street and Washington Street has been programmed by the Illinois Department of Transportation and is not included in this analysis.
- Sculptures programed into the Waubonsee Creek Promenade are not included as they can be part of a competition by either local or non local artisans.

Cost estimates that follow are derived from unit costs included on the Cost Estimate Worksheets that follow are qualified according to the analysis and assumptions presented above (NOTE : Infrastructure improvements will significantly increase these estimated costs):

- Entry Plaza, Route 34: $86,875.00
- Adams Street Parking: $48,725.00

15% Contingency: $229,644.60
Total Estimated Cost: $1,760,608.60
